The lord advocate has appointed Dominic Scullion as the first standing junior counsel to the Scottish government.

Mr Scullion qualified as a solicitor in 2012, as a solicitor advocate in 2016 and called to the bar in 2020. He acted for the Scottish ministers for several years as a solicitor before being appointed to the panel of standing junior counsel in 2020 and to the post of second standing junior in 2024. He has represented the Scottish ministers at inquiries and in courts at all levels, including the Supreme Court.

The lord advocate is responsible for maintaining the list of standing juniors and it is generally only junior counsel on that list who can be instructed to represent and advise the Scottish ministers and other office-holders in the Scottish government. There are currently 24 standing juniors.

Mr Scullion will combine this work with his existing public law and health and safety practice.
