US: Texas cops apologise for leading arrested black man through streets by rope

Police in a Texas town have been forced to apologise after photos emerged of an arrested black man being led with a rope by two white officers on horseback.

The photos attracted sharp criticism on social media and from civil rights groups, who said the images resembled historic photos of slavery and racism.

Galveston Police Department has apologised for the “poor judgement” of the officers, but said they “did not have any malicious intent” at the time Donald Neely, 43, was arrested, The New York Times reports.

Chief Vernon L. Hale III said: “Although this is a trained technique and best practice in some scenarios, I believe our officers showed poor judgement in this instance and could have waited for a transport unit at the location of arrest.”

The police chief added: “We understand the negative perception of this action and believe it is most appropriate to cease the use of this technique. The police chief has taken immediate action to suspend this technique of transportation during arrests.”

Mr Neely was arrested on a charge of criminal trespassing and later released on bail.

Attorney Melissa Morris, representing Mr Neely and his family, told TV channel KPRC that the family is currently considering legal options.
