TLT has appointed two senior procurement specialists as part of its continued expansion in Scotland.

Caroline Ramsay was previously partner and head of both the procurement and state aid practices at Pinsent Masons. Recognised for her ability to combine extensive experience of public procurement practice with a deep understanding of state aid law, she advises private and public sector organisations on complex transactions across the UK and internationally including under the European procurement regime and the World Trade Organisation trade rules.

Iain Steel, chief procurement services officer, is an award-winning procurement specialist with over 23 years’ experience covering both sides of the procurement process. Prior to moving into consultancy in 2010, most recently at TMC Professional, he led the procurement functions of several high profile private and public sector organisations.

He has consulted on a wide range of high profile audits of public procurements, helping clients to undertake procurement exercises that are not only compliant, but also commercially minded and attractive to bidder organisations, including the early detection of risk.

John Paul Sheridan, location head for TLT in Scotland, said: “We are delighted to have two such senior and highly regarded experts join our growing Glasgow team. It’s a real sign of our commitment to expanding our services in Scotland as well as our ambitions in the market – and a great example of how we are driving forward firm-wide objectives around client service.”

Bill Hull, head of commercial services at TLT, said: “The appointment of Caroline and Iain represents a significant enhancement of our service offering in an area that is high on clients’ agendas. This is being driven by an increase in public procurement generally and a growing propensity for companies to contest public procurement decisions, perhaps as a result of the publicity around successful challenges and high value claims in recent years.”

Ms Ramsay commented: “I am thrilled to be joining such a dynamic and entrepreneurial team and partnership. TLT has a stellar reputation in public sector regulation and ambitious growth objectives in Scotland and across the UK. I am really looking forward to helping grow the firm’s capabilities both nationally and internationally and I am confident that my clients will benefit from the strength and depth of TLT’s offering.”

Mr Steel added: “I am really excited to help create something unique in the legal marketplace by extending the type of support we can offer clients. My clients have, for years, been crying out for trusted advisors who can truly give a one-stop-shop to support their strategic procurement ambitions and TLT is fulfilling this need.”
