PIRC launches fifth investigation into Chief Constable over misconduct allegations

The Police Investigations & Review Commissioner (PIRC) is investigating a fifth new allegation of gross misconduct about Scotland’s Chief Constable, Philip Gormley.

Commissioner Kate Frame received a complaint from the Scottish Police Authority (SPA) yesterday and after considering the allegation she considers that, if proved, it would amount to gross misconduct.

A Notice of Investigation was served on Tuesday informing the Chief Constable, who is currently on special leave, that he is the subject of a fresh misconduct investigation.

The commissioner has received five misconduct referrals about the Chief Constable from the SPA in the past six months, all of which are currently being investigated.

Once each investigation is concluded, the commissioner will submit a report to the SPA containing a summary of evidence and an opinion on whether the misconduct allegations should be referred to an misconduct hearing.
