Harper Macleod bolsters public and parliamentary law expertise

Harper Macleod has strengthened its expertise in public and parliamentary law with new appointments.

Lucy Frazer has joined the firm as a senior associate with expertise in equality issues, human rights and civil liberties. She brings significant experience of advising and litigating in relation to local authority duties towards looked after children and young people, including the duties imposed by the United Nations Convention on the Rights of the Child. 

The team has also been strengthened by the arrival of a new senior solicitor and two solicitors. It will also benefit from the arrival of five new trainees to the wider dispute resolution department later this month.

The team is led by Jennifer Jack, partner and head of public and parliamentary law.

She said: “For many years, the mantra of ‘deliver more for less’ has been at the centre of service delivery by central and local government and its associated partners. Compliance with statutory duties when dealing with resource constraints creates an environment within which decisions of public bodies become more likely to be susceptible to challenge.

“Add to this obligations to meet equalities and human rights duties, together with the incorporation of the United Nations Convention on the Rights of the Child (UNCRC) into Scottish domestic legislation in 2024, public authorities have not just a moral but legal responsibility to ensure that such rights are upheld, including in areas such as health, education and care, where budgets and services are under particular strain.”
